The Government Department involved in Planning is Department for Communities and Local Government (DCLG)  headed by Margaret Beckett  (in August 2009 at least !)

To achieve refusals of in-appropriate high-density applications we have to use the same jargonistic, 'legally' complex, and the highly legislated 'playing fields' as the Developers, their Planning Consultants and the EHDC Planning Committee and Planning Officers. Above we must be relevant, accurate, and objective.
